They can be closed when you hook up. My hitch has an indent to hold it open when un-hooking, I am surprised the heavier rated Reese hitch's don't, apparently.

I don't know what hitch you have Jaybread, but the 25 K Elite hitch will not hook up if the jaws are not open.

They will lock open if you pull it open then pull the handle toward the rear. They will close automatically when hitching up.
