Torque converter Problem

I have a 99 f250 7.3 recently the torque converter wont lock up i can get it to lock by letting off the gas at 60 mph and messing around a bit but if it does lock then it wont un lock if i come to a stop it wants to stall the engine i put in a manual tc lock up switch to see if i could get the tc to lock but it dont unless i play around a bit the truck has 178,xxx miles on it and i don't know when the fluid and filter has last been changed i just bought it a year ago the fluid does look a little bown and smells a little burnt but i don't want to change the fluid if the tc is shot anyway i might as well just get the tranny rebuilt anyone have any ideas? thanks

Does the vehicle have cruise control? If so, does it work? If not than the two problems are most likely related. Check your brake lamp switch. By the way, what makes you think the converter is not locking?
