I want to remove, save the blue decal that is below the striker post on the driver door jam. There is a clear coating of some kind that covers and extends about 1/4" outside the decal. Anyway to save this decal? Or do I just mask and paint? All trim, glass and doors removed so far in preparation for paint.

I wouldn't remove it, cuz thats how some police identify VIN if sold in another state. Plus it might be hard to get off, and you'd never get it back on.

What ever you do & or what ever happens . you can replace the sticker more than likely if need be ..
It will be easier to try to save it ...If it is paper , you may want to use drywall (painters tape (Blue))
You cannot save those stickers. I have tried numerous approaches to them. The guy I worked for also worked at a Ford Dealership and found out that the stickers were designed to self destruct if attempts were made to remove them. This was to prevent VIN# theft to put on rebuilt vehicles. I would take pictures of it first, and go to a dealership with your title work and ask them if it can be remade. (its been years since I had to do one) If not, I would carefully mask it off and paint around it.
