Horn and Cruise Control not working!

Having a problem with my horn and cruise. The climate controls and radio controls all work fine. When I noticed the problem, I checked the fuse panel and found that the fuse had blown. When I changed the fuse, it instantly blew. The horn sounded for a half a sec before the fused popped. I went through this 3 more times until I ran out of 15s. Then I put a 25 in and the horn blew constantly until I pulled it out. Tried one more 15 and it blew out again. What could be the problem?

I have same concern on my 00. I diag the horn circuit first (easiest) & tracked it to the dg/or pin 6 at the cruise servo. If I jumper that wire to pin 10, ground. The horn circuit works fine. The cruise will not lite the green lite on dash or even do a self diag? I have already tried a clockspring just cause. It has had the brake switch update, but the switch is leaking? Has anyone had a bad servo causing similar concerns?

When I worked at Ford I had a excursion come in with the same issue. Brake fluid leaked from the switch and fluid went all the way back to the cc servo shorted out. Needed a new servo and connector.

I don't know if the truck has had the recall done, but I know since I've owned it (since 2007) I haven't done it. Would the climate and radio controls still work if the clockspring is bad? How can I troubleshoot this problem before I try to change the clockspring?

My cruise quit working. Discovered brake switch leaking. Replaced switch. Cruise started working again. (I think the cruise thinks the brake pedal is depressed, so cruise is disabled.)

But why is the fuse constantly blowing? Would this cause that?
