Breaking/ power steering

I am having an issue with my breaks. The peddle will be spongy like I have air in the break lines. Not all the times but more than 50% of the time. I have replaced the master cylinder and bleed the breaks. That did not change anything. Could I be having an issue with the power steering pump? Would it act like spongy breaks some of the time?

Have you tried a power steering flush? Made a big difference in mine.
