What are you using for ground when you get that reading?
You need to be using SigGnd or RTN on the same plug.
If you are getting that voltage replace the Computer, the 5 volt supply is bad in that computer.

OK some question.
Who told you it was to be no more than 5 Volts?
What does the Throttle Position sensor do?
What circuit is it in?
Is what you are calling TPS the same thing as the Fuel Injection Pump Lever (FIPL) sensor?
