Horn issues!

A couple of days ago, I went to blow my horn at someone that cut me off, but nothing happened. I tried again, nothing! I also noticed my cruise control didn't work as well. I checked the fuse, it was blow so I tried to replace it with a new one. As soon as I pushed the fuse in, the horn went off and the fuse immediately blew again. After another run to the store and 5 fuses later (yeah I know!) I figured I had a problem. I tried a 25 fuse (15 fuse is needed), the horn stayed on constantly, I tried push on it, beating on it, and even pulling on it but nothing worked. This just happened all of a sudden, nothing I can think of has contributed to this. Any ideas?

You likely have a grounding issue in the clock spring or the column.
