07 f150 5.4 supercrew, average temp for the last 2 weeks was -27.
I plug the truck in all night it starts good and idles down fast engine is warm. no heat after idling for 3-5 min and then try to drive it takes another 5 min for the temp gauge to hit full temp 192. then my windows fog over even the dash and there is minimal heat comming out takes another 10-15 min to clear the windows. what the "F". fulid levels up, winter front on, block heater works, not using or smelling antifreeze, brush off every last speck of snow and I still have to pull over on the highway and wait......should have kept my 95 5.8l.
Does your truck have a coolant bypass valve? It's a plastic inline valve with a vacuum hose going to it that should be on one of the heater hoses going to the heater core. Not too many of these trucks had them, but I've heard some do, maybe your valve is bad, stuck open?

I read lots on here about people with heat problems, they change the thermostat with little to no results. but running out of ideas.
Blend door issue maybe? I've put more than a few blend door motors on. You also have to "reconfigure" the system after replacement so the motor can learn the door's stopping points. Once the engine (finally) gets up to temp, move the temperature control through the whole range of motion; does it blow hot when the dial is on hot and cold when it's on cold, with a noticeable change in between?
The 5.4L is notorious for being slow to reach optimum heat. Takes a bit here too, and I'm in VA with temps above 0 deg. Far above 0 actually.
It sounds like you're doing all the right things to help the truck out honestly (block heater, winter front, etc) but -27 is DAMN COLD.
Sorry for your troubles, but I'm not positive there is an answer that will make you happy at this point.
just lowered the glovebox to watch the electric door actuatorand it only rotates when I go from 16 deg to 19 deg no movement from 19 deg to 32 deg. not sure if that is normal or not with the auto temp?
well I took a long narrow screwdriver and tried to scribe a line in the acuator arm to better see the movement, after touching it a few times it moves with all the temp increments. so i gave it a few more pushes. either it was frozen stuck or just lazy either way its working now. Damn ford for using such a cheap part in such a tight spot, at least now I know what to do when I'm foged up on the side of the highway.
I have the Auto climate control in my '06 SCREW FX4 and I lost my heat back in January here in Virginia. It was not as cold as what you are fighting but it still sucked. Mine was the blend door actuator and it is $38.75 at the local stealership. I decided to let them put it in since the book said 1 hour of labor so I was figuring $150 tops for the whole deal.......boy was I wrong. It took the tech almost three hours of labor. I argued with the service writer and when I questioned him about why the book says 1 hour and I was being charged for 3 he was like "How do you know that" in reference to the book saying 1 hour. I argued that he should have a competent tech work on my truck, not the new clueless guy......Still fighting that one
Just throwing this out here, but I worked at a dealership. We had a few "used" trucks that came from some where... It had a factory block heater like a diesel. There was actually cords hanging out the front.... I seen them on 05-2010's... not necessary in this area because it never gets to -27 here.
