Need a glue?

Yes, I need a really good glue to stick and keep down 9" square tiles on a steel deck. Apparently what I could find two years ago hasn't lasted as all the tiles are now loose. It wasn't even thats easy finding that Armstrong glue in home supply stores as many employees shrugged their shoulder. I know there has to be something because the tile laid by the Navy in the 60's is still solid as a rock.

I have to assume this is vinyl tile onboard a ship.
Is the glue coming free from the steel?
Is the floor subject to water?
If the glue itself isn't failing you may just need a better primer, or an adhesion promoter.

Yes the tile is on the Carrier.
Not subject to water unless someone is really careless.
I guess it is more free of the steel than the tile but seems close call.
Primer? As in paint? The deck does have a black anti-rust paint on it.
Adhesion promoter? Never have heard that mentioned before.

The stuff the Navy uses to adhere tiles is not available to civilians, if at all anymore. Asbestos tiles and asbestos-based mastic typically. Most tile glues now are intended for use on porous surfaces, if you find one that's good on sealed concrete then it should be good on the steel as well. Either that or skim coat the floor with thinset before gluing the tiles down.
