But as we speak I finished up installing the "reman" turbo from Pensacola and it want build boost!!! Actuator works just no boost. Either the ring is stuck or there isn't one. NOT A GOOD DAY!

No engine truly builds boost at idle and whoever told you that boost cools the turbo was pulling your leg when they sensed you're a rookie to sell a turbo.
As for not building boost;
Y-pipe sealed?
CAC tubes in ok shape?
Map hose connected?
I see where your going with the harness issues but both actuators are working....... I think that the ring could possibly be stuck wide open or closed..... I'm getting no back pressure.
I would split the turbo.... Don't wanna catch any bs from Pensacola about going into the turbo..... My luck they wouldn't warranty it then.... And what are you referring to reading?
Well, you have mentioned that the actuator is not working, and not getting back pressure. Since you have the 06 truck, the boost gauge works fine.
But, how are you seeing the actuator.
I use a Scangauge II to watch all of that. VGT% EBP, MAP, Boost (since I have an 04 and don't have a boost gauge on the dash).
Of course, VGT% is more "commanded" not actual movement.
Tough getting a "new" turbo and having issues with it. Under stand not wanting to open it. Give them a call in the morning and see what they have to say.
Whether the vanes are stuck at 70% or 30% the turbo is going to build some amount of boost either way.
If you re-installed the old turbo and it works then what's the issue? You're definately all the over the place in describing the symptoms and issues, especially with not using any sort of aftermarket scanning equipment to gather PID readings.
Oh I see what ur asking now..... I have a snap on solus and I also have the itsx..... I'm not showing boost on either and when driving I can tell. I plan on calling them first thing to see what they have to say. I'm sure they will say just ship it back and we will check it and send it back or send u another and that means I'm out of my truck for at least 6 business days and the weeknd so around 10 days probably without my truck
The reason I don't want to use the old turbo is bc the seal was messed up and when I replaced the seal it didn't seat right due to the center housing being somewhat warn out. So I would just rather have a new one with a warranty.
Just isn't making any sense that there is zero boost. Sure, if the vanes were stuck at 14%, it would be laggy on the low end, but should still build up boost. Unless absolutely nothing is moving in the new turbo. Vanes wouldn't do anything for that anyway.
There are plenty of trucks out there running NON-VGT turbos. And they do a fine job building boost.
Yeh spun it all by hand and looks great noting made any noises. Turbo had never been tested. At least not on a truck. If it had it was cleaned afterwards. I just wonder what the odds of them leaving the unison ring out would be?

It wouldn't matter, the turbo would still build some boost. It might not be 25 psi, but still show something.
