HELP Changed PCM now no start

HELP Changed PCM now no start
I just changed the PCM in my 96 f250 PSD and it will not fire (no smoke). there is no tach movement.
Background
before I changed the PCM the truck run (idle only) but stalled and would not restart
already changed the CPS and checked all the fuses.
and I have a WTS light and no CEL light
I hope someone here can help me out as I am trying to fix it myself and avoid a big repair shop bill again

Why did you decide to change the PCM ?
Do you have the correct replacement ?...

Have you tried putting the old one back in?
Did you disconnect the batteries before you took the old one out or put the new one in?

I was losing tach signal as the tach did not move after the engine stalled
I replace the cam sensor twice thinking the first one maybe bad.
I was under the understanding that the PCM got the signal from the CPS and then sent a signal to the IDM to tell it when to fire the injectors. If this isn't ture please school me on how this whole thing works.
I am not sure if it is the same as I have not removed it from the truck yet, I plugged the new PCM in and ran a ground wire to it.

Battery was disconnected
NO I havn't rehooked the old one , I removed the IDM to see if it had water in it ,, do not hear water in it. it is in the house warming up as it is below freezing here in michigan. should I open it up and look inside?

I would hook the old one back up and see if it will start you might have got a bad PCM

It was a manufactured one NOT one from a junk yard

The old PCM is back in the truck
question is the new PCM supposed to come in a static proof bag or just in a box. the one I got was in a box NO bag
The IDM has a little bit of corrosion on the pins
is it bad? it doesn't slosh with I shake it

The only number is the NAPA no. XTP86751
the calibration no. off the door is 6-90a
