2000 expedition acceleration issue

my expedition on several occasions once it hits right around 60 mph. it hesitates and shimmies a bit..but the baffling thing to me is when passing someone or putting it to the floor or if you get on it for any reason at about 65 70 mph the car acts like someone put the breaks on or even like a governor the rpms wind to 3-4000 the mileage willot move for several secconds and then starts to drop speed...does anyone have any ideas?

Sounds like the fuel pressure is falling on you. You might want to start your diagnosis by taking a fuel pressure reading.
