I took my truck in for the annual Massachusetts RMV Inspection - after 20 minutes, the Tech came out and said "I hate to tell you this but your truck passed the OBD Port Tests and for the hell of it, I did a sniff test and that passed too. Unfortunately, it failed the Visual Components Check." I asked what the hell that was and he showed me the booklet from the Mass RMV. It showed pictures of all the diesel truck exhaust components and stated "All of these must be present to pass - NO EXCEPTIONS" and it actually showed the Ford Dual Tip tailpipe and had an arrow pointing to the little cooling tabs. That tailpipe is (I believe) to cool the exhaust, not to help the emissions control. The State says it "MUST BE PRESENT" - my Banks Monster Single exhaust was designed to run cooler than the stock component!
Now I have to dig out my stock pipe and put IT BACK ON! When will this S#@T end?
They're starting to take FAR TOO MUCH CONTROL, IMO!!!

Did your banks exhaust come with a EO #. That is a certifcation for CARB of CA. Usually other states would recognize that as meeting OEM specifications.
This is just plain wrong. You do have those built into this exhaust.
Jim...sounds like you got an inspector who was rather full of himself. Perhaps there will be someone who will know a more friendly one.
I just checked with our inspector...he's not aware of anything like that...he's instructed only to check sound levels. Technically anything louder than stock is illegal.
Perhaps the guys' brief were a little tight that day!!!

It's definitely the guy at my Ford Dealership - I stopped there tonight to get a copy of the pages in question to send to Banks. There's two pages and at the end of the 2nd page, there's a note that says "Note: Vehicles equipped with Retrofit Kits must operate as designed." Then another line that says "Below pictures are as per design for a retrofit." Followed by two pictures, the first of which looks just like our dual tip stock pipe and the second, like something I've never seen before. It DOES NOT mention aftermarket exhaust or say "If you don't have the one in the picture, it shall not pass"
I said that to the kid and he said "Yeah, but our instructor kept telling us over and over, don't let anything but these stock tailpipes pass or your dealership could get fined!"
This kid is afraid of loosing his job so that's my tough s#@t... I rest my case! I'll go somewhere else (after they fix the truck - it died tonight just after leaving the dealership)

Sounds like a relatively new inspector...can't come down on him too hard for trying to do the right thing. A lot of the inspection regulations are somewhat vague and open to interpretation. For example...when doing a DOT inspection on a commercially registered vehicle...one local station says you must have triangles...chocks...first aid...etc. A station down the road says all they have to see is a set of chock blocks. Don't hate the kid!!!
I notice the OP indicated that as soon as your "truck is fixed", you are "taking it somewhere else. In Mass. can you take it to another inspection station? Here in Texas, if you try and inspect, it does not pass, you are not allowed to go to another inspection station to have it reinspected. The inspector puts your info in the state database right off the bat by bar code and you are tagged to that station. My wifes F-150 had a tire that was seperating and they caught it. She drives 2 mile to work so I failed to look. Anyway, I got a set of tires and thought I would just have the them inspect since it was an inspection station, they came back and said "sorry" you need to take it back to the place where we started the process.
So bottom line, are you going to "have" to go back to the Original Inspection Station or are you allowed to try somewhere else?
