94/95 E-350 Won't Start, HELP

Hey guys. I am not a mechanic, and am a little low on cash, so I cannot afford to have someone too professional come out to look at my box truck. I have a 94 or 95 E-350 Box truck. It is the 7.3 Powerstroke. I had this thing running back in the fall, however, I let the thing sit ALL winter long and did not start the thing once. I realize this was incredibly stupid on my part. However, I cannot get the thing to start now. Even with the batteries being charged or jumped, the thing will not start. I am also unable to locate where the water separator is to try to drain any water that could be in the line and preventing the injectors from getting fuel. That fuel has sat in the tank all winter. Do you guys have any recommendations for helping me with some sort of a checklist to try to get this thing cranked?

First some questions, do you get any smoke out of the tail pipe when cranking? What is the temp? Do you get a wait to start light? Does it spin over fast when cranking?
If it is cold, the fuel might have gelled.

No smoke, does turn over quickly, fuel sat all winter. Been in the high 40's to low 50's on days that I have been trying to start it. My water in fuel light is on, but in the start position only, and don't know if that light is only valid after the engine has started and is running.?

Sounds like it isn't getting fuel. The fuel shouldn,t be gelling at those temps. You might want to checK the oil level in the HPOP on the top front of the engine. I think the early strokes could develop a problem with letting the oil leak down. The oil level shoul be about a 1/2 inch of the top of the resivor. Check the level through the 3/8 plug on the top of the HPOP.

Take a cheap tire gauge and there is a shrader type valve on the right side fuel bowl - might have a tire cap on it - gonna take two people, #1) to turn the key and you to put the gauge on the valve and try to get a reading of pressure. Might get a little spray/mess, but that might be a good thing. Report back your findings.

The water separator is on the side of the fuel canister.It's a short lever on the passengers side. you will be able to see it from the top. If you suspect the fuel is bad you could take the lid and filter out of the canister, drain the fuel and fill it back up with new fuel and try it.

Vans have a remote cable for the drain.

Does the tac move will cranking?

Thanks so much for the responses. I have been busy with work. I am a painter and Tiler by trade and have been working out of my 99 F-250 7.3. Have not had time to try your suggestions, but should be able to thursday or friday and will post back some responses to your suggestions. Thank You again.
