I was having weird problems too, some times it would turn over like a rabbit some times it would crawl, had ford check it during a free 120 point inspection and they said it worked. Bought a block heater tester for 19.99 at nappa today and found that my cord has a break in the wires inside the jacket (not visible to the naked eye) I too just cut the tiewrap on mine from the factory spot less then a month ago. I highly recomend putting a new plug on the end first before replacing the heater. $1.50 at any hardware store

when its real quiet outside plug it in and sltick your head inside the wheelwell and you should hear a "percolator" sound. If not then I would start with the cord 1st before you jump to the heater itself but definitely try listening first.
