p0401 code on a 03

A friend of mine has a 03 with a new egr valve in it, runs great, no problems, but it has a p0401 code....

Low EGR flow is what that code means I believe?

Whats causing this?

I had that code about three years ago, cleared it and it has never come back. I believe it means the pcm commanded ther egr valve to move a certain amount and it didn't move as it was commanded.
