ODB Error Code P0401 / EGR Flow Insufficient Detected

ODB Error Code P0401 / EGR Flow Insufficient Detected

Expediton 5.4 with a ODB Code of P0401 which is EGR Flow Insufficient Detected. I have replaced the EGR vavle and reset the ODB but the code returns. Has anyone else seen this? What other things can I check?
