I am doing some work on my dad's '99 explorer and i'm currently trying to get the e-brake working again.
i replaced the worn-out shoes (what a PITA!!) and now i have to eliminate the slack in the cable. there is ALOT!
i read in the chilton manual that the e-brake pedal has a mechanism that is supposed to automatically suck up any slack in the line. this is clearly not happening.
If the parking brake pedal is set, is there still slack in the cable? Does it pull on the parking brake mechanisms at the drums? If the cable actuates the levers at the drums, the problem is likely just that you need to adjust the star adjuster for the shoes to get them closer to the drum braking surface.
