Headlight adjustment?

Headlight adjustment?
I searched on here, and was only able to come up with one thread. It stated to turn the "gear" that is visible inside the hole in the top of the light. I can only move that a couple times in either direction until it locks up like it's at the end of the adjustment. The angle of the headlights never changed. Am I missing something? Any help would be appreciated. I am blinding everyone on the way to work in the mornings.

Well, it was in my manual. No wonder there hasn't been a lot of talk about it on here. I was trying to ratchet the gear with a flat-tip screwdriver like the post I found recommended. A #2 phillips did the trick. I appreciate the help!

seems like the 2010 manual had the direction backward, or at least the 1st print
