adjusting headlights

My left headlight shines to low. Whats the easiest way to adjust headlight. I can not get at the 2 adjuster screws that make it go up or down. Do I need to take of headlight assembly area .

Any suggestions?

You should be able to pull up on the black tabs which lie directly behind the headlights and are level with the top of the radiator. Easily visible after popping the hood. After doing this, pull the head light unit away from the housing. There will be three adjustable black plastic nuts on the back of the headlight unit. Loosen or tighten them to adjust the headlight position. This is the only way that I've found to adjust the headlights on my '99 XLT. When reinserting the headlight unit into the housing, line up the plastic rails with the grooves that lie above and below the holes in the housing through which the bolts pass through. Hope this helps.
