Quick help needed

Hi All, I have an 01 7.3 psd 4x4 X
I moved to Atlanta 5 years ago, and have not needed my 4x4 since, well, last night we had about 5" of icy crap and this morning I needed it
No Joy!!! my front hubs are not engaging. did a quick look at the vacume lines, all seems good? Vacume pump replace last summer.....?

Is there a way I can manually lock the hubs for this storm, and then fix this correctly once all is clear?? They are the std ford oem hubs without the manual twist lock

Go to the front wheels and manually lock the hubs. Turn right to lock them on.

If your transfer case is not engaging, that is an entirely different ball game though.

My hubs can not be locked manually! That would be the easy fix!
I'm not that lucky......
the transfer case is engaging, I verified that with the front driveshaft spinning.......
