ICP/IPR Readings

I'm slowly working my way through a no start issue on a 2003 F-350.
Using a Scangauge II I'm getting the following readings for ICP and IPR:
Initial Key on the IPR reads 14.4 %, as soon as I start cranking the engine over I get a steady reading of 77% the whole time I'm cranking. While cranking the ICP reading fluctuates between 150 psi and 350 psi occasionally bouncing over 500 briefly and then dropping back down to between 150 and 350.
If I understand correctly you need a minimum of 500 psi in order for the engine to start. I'm not sure what the correct IPR value should be and where I should start looking for my hpo problem.
IIRC from reading previous posts the 03 doesn't have the STC fittings but the hpop itself is a weak point.
Should my next step be an air pressure test, pull the IPR and inspect, or start shopping for an hpop. If I need to do the air test what is the easiest way to do this with the ICP in the back under the turbo?

Bump for you.
Have you checked your FICM voltages yet?
One of the first things I'd be checking, and it doesn't cost anything. Just a few mins and a buddy to turn the key for you.

P.S. ya your right about the STC on an 03, it doesn't have it.

Yes, I checked voltages and had 47+ volts except for a brief reading of 42v during cranking that went right back up to 47+. I had forgotten to unhook the glowplug power for the test. I reflowed the solder as described in the tech folder and retested. Had 48v throughout the entire test but had glowplugs unhooked as I should have during the first test. At any rate I'm not positive the ficm is good because the voltage test isn't definitive, but I am pretty sure I do have a hpo problem due to the ICP reading.

Have you tried to start it with the icp unplugged? This will eliminate a faulty icp sensor or pigtail.

Correct must see over 500PSI before it will try to start. Also try to unplug the ICP switch on some vehicles but not all they will start.

I did try unplugging the ICP sensor, in fact through most of the troubleshooting and repair process ( I have found other issues that I have fixed along the way ) I left it unplugged. Still no fire. I'm not convinced I don't have other problems such as FICM, but I need to get the hpo up where it belongs before I continue elsewhere. Any input on what the correct IPR reading should be, and the best way to do the air pressure test on an 03? Thanks

ipr should be at 84% while cranking. it may be default of 77% do to the icp being disconnected.
03 enignes are tested in the same fashion as the 7.3 using block off tools to dead head the pump at each bank.
you block off one bank and test then the other bank, then both banks.

The 77% reading is with the ICP sensor connected. Is the 7% difference enough enough to cause the low pressure I'm getting? Should I pull the IPR and inspect or do the air pressure test next?

with out the truck in front of me I would not even try and guess why your are reading 77%. it should be reading 84% while cranking. that could be an issue with your scan tool as well.
Pulling the ipr out is easy enugh to do. It wont hurt to have a look at it.
