Sounds like the fuel bowl heater. If it shorts out it wont' start and will blow the fuse. To get to it you have to pull out the fuel filter, unscrew the center post (LH thread so turn clockwise to loosen) and on the bottom you'll see the metal disc lookiing thing. That's the fuel heater, you can unplug it at the bottom inside.
You can run without one without any problems, or get a new one and replace it.

i have unhooked every thing under hood still blows nu#18 fuse if i unplug pcu i can turn key on without blowing fuse.fuel filter out ,wire harness unpluged .
