Looks like a added in door chime to me. I have seen people add these in for extra items that the factory chime doesn't chime for if left on.

Something like that almost always has a part number on it, and Googling that can often help. I would pull that velcro off and look carefully for some kind of makers mark.

Gadget identified

The module under the dash was a security system and the gadget was a RF antenna. Apparently the truck is only supposed start if you have the correct RF key close by. Well, either the key is hidden in the truck somewhere or the whole thing was FUBAR and didn't work...so I removed it. Sound easy? When I pulled the module out I also pulled on the wiring harness going to the steering column...... no turn signals, no brake lights and the emergency flasher was sketchy. I had to remove the dash panel to be able to remove the column cover just to re-attach the plug...
