expansion plug, restrictor?

expansion plug, restrictor?
What is the diameter of the expansion plug or restrictor used to restrict oil to the heads? Is it neccesary to tap the hole to receive the plug? Is there a previous posting that describes this process more thoroughly? Thanks for your help.
