I assume the white cloud smells like diesel?

If so, you may have injector problems.

Did you verify that the secondary fuel filter is filling up properly (m-chan68's suggestion)?

Yea it smells like diesel

Yea i checked it out, when it fills it fills fast and no bubbles

Sounds like at least one bad injector.

Well that was one of my budgets worst fears

Ive taken apart numerous cummins injectors to change out nozzles so i would be confident doing it..... Is there anyway i can tell which one is bad by disassembling them?

I haven't done it this way, but I hear that you can shoot your exhaust manifolds w/ an IR heat gun and look for the cold spot(s).

Okay, now we KNOW it's injector(s) that are causing your truck not to start. You would now need to run what is called a Key-On/Engine-Off Injector Buzz test with a scan tool to pinpoint the faulty injector(s) that are not firing. It has to be more than one injector not firing in order for it not to start. You would need to listen for a very loud audible click from each injector to determine which injector(s) is not firing. The non-clicking injector(s) in the test will be the faulty one(s) that require replacement. Bear in mind that this test runs each injector in cylinder NUMERICAL order (1-2-3-4-5-6-7-8), NOT the engine firing order (1-2-7-3-4-5-6-8).
