From my calculations I come up with 8.61 for 32/11.50-15LT BFG/MT.BFG says 654 revs per mile but I come up with 638.I want

How did you come up with your figure for revs/mile? If you calculated the numbers based on the height of the tire (31.8?) then it will probably be a little off because of the deflection that happens to the tread on the road.
That is the right calculation, but... Because of all of the stresses that are exerted on a tire by the weight of the vehicle, the flex in the rubber, etc... the calculation probably isn't going to be exactly what the results will be in actual use. I would just use the rev/mile figure from BFG. I'm sure they've done some serious testing to come up with those numbers.
Just FYI, I came up with 634 using 31.8" tire height.
