the program additional keys setting is turned off in the PATS module which will require a IDS scan tool to change.
The problem is that the 2 Ford dealers that I have been to, or that I go to (third one screwed me over) won't tell me straight up what the cost will be... It's like if they get me in the door they rake me over the hot coals.
You may be able to answer my next question: If I go to the dealer and ask them to re-set my ECM and the 2 keys that I have, will that wipe out any other keys that have been previously programed? I don't like the idea of having keys floating around for my truck.
I wanted to post this update as I have solved my problem with the programming issue... it seems the first key I purchased on eBay was defective. I purchased a second key (from a different seller) and took the key to have it cut at the local hardware store, and it programed without a hitch.

Excellent....Ebay is good in most instances,but not all.Glad it worked out for you.
as for the PCM being "full"...no. It will hold 8 keys maximum as Shorebird said. however, when you enter the programming mode, all keys get deleted from the system except the 2 used to enter the programming mode. The PATS module then has 6 additional slots that can be utilized. This happens every time you enter the programming mode. So be sure to have all keys at that time or you'll have keys that won't work until they get re-programmed to the truck
Sorry you ended up with a defective key. But luckily it was a relatively simple fix. I've been buying those eBay PATS keys for years without any issues. I'd make the original seller refund/replace the bad key. especially as you've proved it was his product that was faulty.
