Dome light not working, tested almost all components?
I don't know what year truck you are working on, but Autozone has some good diagrams for anything around 2000 and up. Usually there is a relay the GEM activates, which turns the lights on, and it's usually located in the fuse box under the dash. Just be careful when looking at the Autozone diagrams, they have the f150 and the superduty diagrams in together, and their diagrams are different in some places, especially the fuse box diagrams and placement of the fuses and relays.
seems the "brand new" switch may have been faulty, as i get lights when i jump the wires on the switch plug. Ugh. On a new twist, do the 99s have a door ajar symbol on the dash? my domes bulb was missing and i see why, it doesn't turn off, but there's no door ajar symbol when i open or close door...
Not sure on the dash indicator. See if you can unplug the doors and see if one of the door switches is the culprit. If you narrow it down to one door switch, spray some wd40 on the latch(the switch is made into the latch) and see if it frees it up. It's a common problem on the trucks with the switch made into the latch.
Many thanks for this thread... I have removed the#1 relay and installed a toggle switch between the 12v supply and the load leg for my dome light and cargo light on my 1999 f150xl 4.2l.... I've manual Windows, locks etc... I wonder if the battery saver relay will work?
Since there's no such thing as a factory-built '07 Excursion, it cannot be relevant.

What is this plug normally powering above and to the left of the upper 12v outlet? Need switched 12v
