Is the center part of the black choke cap warm to the touch with the engine running?
Have you tried using a test light to see if it is getting power, it only is powered with the engine running.
Know that many, if not all Ford chokes use +/- 7.5 volts from the alternator stator and not 12V.
Not sure about your Carter but I know this is the case with the Holley's.
yeah i took a cable out of a 58 gmc pickup. but i wanted to try and fix my choke before i installed a manual choke. anyway i don't think its electric cause it has no wires coming from it, whats that mean?

It must be a hot air system, call a choke stove. A manual choke would be an easy fix. If you go that route you need to plug up the brass fitting as it will suck air while it is running.
Here is a picture. The orange tube is the air flow down to the "oven" and the metal tube next to it is the air hot air flow into the choke. Your metal tube might be on the other side of the carb.
The tubes rust off at the Exhaust manifold.

Choke t-stat could very well be bad. Just as likely, is way out of adjustment, misassembled, or just not getting any heat. Heat comes from either the choke stove jim posted a pic of, or (as also seen in the photo) aided with an electric heated t-stat.
alright well i know what im doing tomorrow. thank you for your help guys i really appreciate it. I'll post tomorrow and let you guys know what is going on.
While looking it over, pay close attention to the center area of the choke T-stat. The lack of an electrical wire attached doesn't rule the possibility that one was once there, and has been broke off.
If it had the wire, and it is now gone, it will never work as it was originally intended.
ok so here is what i found, i took off the choke thermostat and checked it out it dint't seem to be messed up but didn't seem to be assembled correctly. so i cleaned it up a little and put it back on and checked the hot air intake tube and it seems fine. when i put the thermostat back together and adjusted it my choke was opened up about 1/4 or so and it fired right up and sitting in the cab watching the temp and reving it a little you could really feel a difference in the way the pedal felt. but then as it got up to temp the choke did not o[en it was still at about 1/4. thats where i am. isn't it supposed to be open all the way then it's warmed up? any ideas? i can add pictures if anyone need me to, you just have to tell me how
