could it be
i bought the truck and asked the did it have a chip in it? he said not when they owned it. it had what i think look likes a overboost kit on it and o hole drilled in the intake tube. Is it possible that the was a chip or programmer in it at one time and someone lets just say had it on a 60hp setting and then pulled it w/o returning it back to stock. would the computer still act as it is running that 60hp tune?

Post up a pic of the hole in the intake tube. Could have just had a boost gauge on the truck at some time in the past. If the truck had a chip in it and it was removed, then it would default back to stock programming. You can pull the PCM and see if there's a chip still physically on the board. Follow these instructions to pull the PCM to see if there is a chip in it or if the contacts have been cleaned off. Welcome to guzzle's DP Tuner's Chip Installation Web Page

Now if someone downloaded a HP setting to the PCM using a programmer, then it is possible it's still in that setting. A little more difficult to detect.
