Can't read SES code, tried multiple scan tools

So, my SES light is on and I have tried several scan tools but none of them can connect. I have replaced all related fuses even though none of them appeared bad. I have even replaced the fuse box and I still can't get a scan tool to connect. I need to get it inspected. Where do I look next?

The OBD-II plug and the 12v lighter socket share a fuse. If you don't have power at the lighter socket, you might have a bad power connection in the circuit.

All of my 12 sockets work. I am lost. I have tried everything that I can think of. Anyone else ever heard of this? I am about ready to replace the PCM

Check for switched battery voltage on pin 16 of the OBDII test connector before doing anything else.
