Locking Hub Sticking

My son and I are new to the 4x4 stuff. He's got a '94 F150 and the right hand manual hub lock cap assembly is stuck/jammed in the "Free" position, and won't turn. We removed it and couldn't determine how to get it loosened.

Any thoughts on how to "free" this puppy up?
