Exhaust part question

I've had a rattle at start up in my exhaust area. I got under there and found a clamp with a bracket and a small spray can sized weighted cylinder on it. It is loose, and I think it is the culprit. I have checked my chilton and the internet diagrams and can't find it anywhere. What is it and can I take it off and leave it off??

It is a vibration damper and my advice is to leave it there.Just tighten the nuts and leave it alone.

Thats what I thought it was. Probably won't be tightening it up, it's way too rusted.
