if you have a bench grinder, make the driver yourself. You need one 1 1/4" x 6" pipe, flange and cap. I forget the closest diameter of flange but you'll need to grind it down to fit into the seal. You will also use the same driver to install the axle into the knuckle.

I made this exact tool (specs are in the tech folder) and it works beautifully. This sounds like you installed the outter seal backwards. I did the same thing, not paying attention to what I was doing, and ruined both new seals trying to get them back off after spending and hour and a half trying to figure out why the axels would'nt mount correctly.
As for the metal ring, some of the seals have them and others don't. I asked the guy at the Ford parts house why this was and he said it all depended on who made the part for Ford.
