Gremlins in the wipers

I just drove to work this morning with my wipers in the up position because the wipers won't turn off. I tried to take the whole arm off but after I took off the nut it didn't want to come off easily so I just put the nut back on and flipped the arm up away from the windshield. Is there another retainer under the nut or does it just need some liquid wrench? My wipers will go fast and slow, but not intermittent or off. I was thinking about wiring a switch in but doesn't the fuse cover more than just the wipers?

Nope, no other retainer, just the one nut. Sometimes if you pull up the base of the wiper arm with your finger while wiggling the arm back and forth with your other hand it will loosen up. I have one of those pullers for top post battery terminals. It works great at removing wiper arms like these.
