Hello all, I have no wipers or windshield washer. when I turn on the wipers I can hear a click in the cowl at the wiper motor. fuses are good #106 30amp fuse and #33 15 amp fuse. I have 12volts at the wiring on the motor left side with key on and 4.5 volts on the green wire with key off. I replaced the wiper motor and same thing, just clicks when I try wipers. I connected a jumper wire to the ground and no luck. any help will be greatly appreciated.

does anyone have wiring diagram cell 149 for component testing? as it relates to wiper motor and multifunction switch testing. My wiring checks out but I need to test the components to see if they are ok.
I went through all the test procedures for the wiring harness. All the tests showed proper resistance and or volts. Now I need to test the wiper motor and the multi function switch to see which one is the problem. in the schematic and test procedure Yahiko gave me it says to refer to wiring diagrams cell 149 for component testing. I cant seem to find that. Does anyone have that info?
after much frustration checking circuits and wires I finally have working wipers and washer. The cause of my no wipers was the 12v green wire that is hot all the time had a break in it by the drivers side inner fenderwell where the 5 or 6 plugs are. the wire had a small bulge in it. After cutting back the insulation there was corrosion all through the wire at that spot. On a positive note I have learned a lot about the wiring harness and ground locations. Thanks to all who helped.
