Fuel Pump Eccentric Won't Spin???

Fuel Pump Eccentric Won't Spin???

installing a new cam and timing set (comp warranty...) and using the stock 2 piece eccentric. if i assemble everything the way the manual shows, the outer ring of the eccentric may as well be welded to the cam sprocket. i'm using a comp magnum true roller timing set which at least looks very similar to the ford design pictured in my ford manual. is it crucial for this thing to spin? should i find a sort of spacer to allow it to do so? or should i just bolt it down and turn it into a one piece? i've searched and searched and couldn't come up with good info, any help is appreciated.
