diablo chip?
I know a guy that has a 96 F-350 crew cab psd, 5 speed, six inch lift, 35's on the rims and tows a 53 foot 4 car carrier (with 4 cars on it) 2 weeks a month. Stock engine, single rear axle. I would NEVER tow that much with my truck not just because of DOT but I dont give that truck a year.

I thought I had read (either here on Motorhaven store or the Diablo site) that the Delta's were just for '99's and up.... Am I mistaken? I have a '97 that I'd like to put the Delta chip on one day.

I think you might be getting the Delta confused with the Predator. The Delta is available for all Powerstrokes, but the Predator, which is brand new, is only available for '99.5's and newer.
