Miles aren't a big factor for these trucks, maintenance has a greater effect. The paint is peeling, dash is cracked, rust may be starting under those running boards. Have to see it in person to make a real judgement, but I wouldn't put out over 3k simply due to the paint needing work and no overdrive.

The exposure of blue paint under the red, is that due to polishing and cleaning or heat from the engine during driving or idling? It may be only 99k miles. You could mic the drums and rotors if they are original, that might give you a better indication of mileage. Check his records for CSA's.

Just got some pics of the engine.
Here's an update guys. I asked for some engine pics...that radiator fluid leaking... is that as bad as it looks.. or could the old man just of missed his mark?. sorry for being so naive.. im really new to mechanic work and assesing engines. Especially diesels. I'm really excited to get my first diesel and learn. You guys have been great so far. TY so much.

Ps: i have no idea where else it might be leaking from. ThThe truck is 6 hours away. Before i make the drive to see ot o wanted your guys opinion on price and whether i should keep my distance or embraembrace the old girl.

I'd say it's overpriced. Depends, of course, on what you want, and what is of value to you. For me, the IDI is our SHTF-mobile, so all manual, no power options, etc. So the XLT options and C6 tranny would be minuses. For you, if you're looking for a more "premium" truck, they might be pluses.
If the frame is as solid as the cab/bed, that's a definite plus. I would still be wary about the miles, as said. And the coolant spewing from the rad cap would require further study. It could be something as simple as a bad cap, or a weak mixture causing it to boil over. Or it could be a head gasket blown between a coolant jacket and a combustion chamber, causing compression to overpressure the cooling system. But that's the problem; unless there someone you know/trust who's closer to the truck and can go look at it and report back, it's a 6-hour crap shoot.

I suppose it depends on the part of the country you are in, and what other vehicles are selling for.
In the last year, I've picked up three 7.3 IDI extended cab trucks with turbos! for $1000-$1900 depending on year and shape. Admittedly, they were in worse shape than that, and more miles... but the $1900 '93 in my avatar is perfect drive-train wise, with only some cosmetic rust. I got a '92 with a few minor issues(needs GPs, clutch slave cylinder, driver's side door needs some work) for $1600, and an '88 in driving condition(though not perfect) with a failing transfer case, needing glow plugs and ugly interior for $1000.
To me, if I was in the market for another truck like that, I'd offer maby $1500. It looks nice interior wise, and the motor looks low-mile(there isn't weeped oil all over most everything, as is expected in high-mile motors). The C6 is a major negative for me, and of course, it doesn't have a turbo kit on it...
I'm up in North Idaho, though, so YMMV.

The truck is not worth much in book value. If the truck is truly in great mechanical condition and a purchaser has a need for a good running/looking truck, then $4500 is a no brainer compared to the alternatives of $1500 for a fixer-upper or $9k to $14K for a comparably newer used truck of questionable quality, or $50k to $60k for a new truck.
If it were my truck and I knew the true condition of the truck, it would be worth $4500 to me as apposed to selling it for less and purchasing a new/er truck. I have been in this situation many times, so I end up holding on to the vehicle and then selling it for reasons of compassion to someone in need or to a friend for $1000 and everyone is happy.
