Texas is the Hid that you have a factory Hid or was an aftermarket?
I know from my previous cars Mercedes and my Porsches that when you turn on the lights the hid automatically levels. Also when driving the car the hids would always point the beam to raise and lower depending on what the road was doing. Many of the early introductions of hids on factory autos were basic and didn't allow this to happen. So this could be the cause of being blinded? You are right though some of those hids tend to be blue or a slight reddish tone. The cops in our area are always cracking down on those autos. But there are some aftermarket hids that do a really good job on implementing a very nice factory fit for hids.
I remember when I first got them installed, I was pulled over by our local finest. As we were sitting there the officer asked about the lights on the truck. I told him it was an aftermarket kit and proceeded to show him what I had done. The officer liked how they looked and had no problem with them. I'm guessing some areas are more stringent then others?

Also can you re-equip and halogen lense from prehid maxima to solve your problem?

The HID on the Maxima is factory.

I think the Maxima from a year or two before ours had halogen lights and it was the same body style. That might work. I may just leave it alone though.

As far as the aftermarket legality goes, some officers may not even know or just don't care. Its kinda like loud exhaust etc.

I converted both the headlights and the fogs to HID about 6 months ago. I used two kits purchased from ebay and have had no issues with police, complaints or anything else. I drive with all 4 lights on most of the time. The visibility is incredible. I bought a kit that has high beam halogen lights "piggybacked" on the HID bulb. This way you do not lose your "flash to pass" feature.

Of note - you MUST use a relay kit for both sets of lights (1 for each) to avoid flickering and startup problems. Our trucks auto headlight feature makes the lights come on BEFORE the vehicle is started, which can cause some issues with the ballasts as the lights do not get consistent voltage while the vehicle is cranking. The relay kit solves most of these issues. I was able to hide all four ballasts by mounting them on the frame members behind the headlight housings themselves.

The fog light conversion is very simple, the headlight conversion is slightly more involved. I have had no issues with melting lenses either.
