Guess that is one issue. Here in Oregon there is no vehicle inspection. All we have is a sniffer test for DEQ. If you pass that and pay the fees you are good to go.
And for going through other states, you can't tell they are brighter if you view point is above the cutoff of the projectors.

More than an inspection issue.

NHTSA enforces this. That means you can get a ticket and a hefty fine for using non compliant equipment. Lots of the cheap China stuff does not comply. Check your lenses for compliance numbers. That's what law enforcement will do when they decide it's your turn to contribute to the policeman's ball.

After most states started paving the shoulders of the two lane roads (used to be able to swing my trailer and get a nice gravel spray going), I used to carry a bucket of ball bearings in my Peterbilt to counter being blinded by folks without a working knowledge of a dimmer switch… sometimes it took six or seven but they eventually backed off.
