Screw in the adjuster so the shoes come in all the way. They may have worn the drum and left a ridge on the lip of the drum that they are stuck behind. Pulling in the adjustment will pull the shoes in and allow the drum (and ridge) to fit over the shoes.

BFH give it a couple whacks while spinning the wheel.

I second Bob's technique. A sharp blow with the hammer along the outside edge of the drum. The striking force should be in line with the axle, not on the radius.

If there is rust between the axle hub and the drum a little oxy / acetylene heat around the wheel stud holes usually pops them off.

you can take a dremmel tool and clean the rust off center of where the axle and drum meet. put a little squirt of diesel on it after cleaning let sit for hour. then put pressure on drum then wackit by lugs

Hey, thanks for all your help...Wasn't sure if there wasn't a hidden bolt or pin or something making it so stubborn...Seems like a good project to release some of my frustrations on this weekend...

Just heat the drums up with a torch, they'll pop when they release.
