P1867 code and 1165 codes both on 2005 Expedtion

Hello, i have both an 1867 code t-case contact plate circuit on and a rr wheel sensor 1165. This is in an 2005 Expedition with AWD 4X4HI./LOW. The truck will not engage four wheel drive at all. Just spins both rear wheels. Should i assume it is the shift motor? Do the wheel sensor ABS light on have anything to do with this? I did replace the RR wheel sensor but the code with not clear.
What testing can i do on the tranfer case shift motor and associated circuits? Thankyou.

RIGHT REAR WHEEL SENSOR CODE 1165

Working on the 2005 Expedition again. We still have right rear wheel sensor code 1165. Have replace the Hub and sensor. The code will not clear. The wiring is all good up to the harness on ABS. Fuses are all good. Could it be the unit itself? It will not activate with the scanner.
