My truck still running rough

Codes are:
212- Loss of IDM input to PCM or SPOUT circuit grounded
327- EVP or DPFE below min. voltage
452- Insufficient input from vehicle speed sensor
I did have the SPOUT shorting bar in its receptacle.
There are many new parts on the vehicle but it has run like this since I bought it in Dec.
Vehicle idles slightly rough like it has a mild performance cam. Idles with a rock solid 17in Vacuum. When accelerating the vehicle acts like it's detonating. It runs real rough and smooths out finally somewhat at 50+MPH. The catalytic converter actually bangs against the transfer case when the truck accelerates because of the chugging it does.Base timing is 10BTDC and advances to about 12BTDC when the shorting bar is reinstalled (at idle).
I will check fuel pressure tomorrow after church. Last time I checked it was within spec though.
Vehicle runs very rich.
I'd like to get it running nice before it gets cold outside. Please help!

my timing is set at 10btdc and when the spout is in it goes to 22 btdc.

I'll check that out. I saw in the service manual that issues with the spout connection could either be the ICM or the ECM. As it costed some ca$h recently for a NAPA ICM its looking like an ECM issue, but I'll try to check that out today.

Today I checked the fuel pressure and it's at 30psi and goes up to about 32psi when I rev it up in park.Fuel pressure jumps up to 40 when the FPR vac line is unhooked.
I checked the SPOUT wire by the ICM and I have 5.3V when the truck is running. The book says that this means the ICM is bad but it has maybe 500 miles tops on it and it runs the same as before the ICM swap. If the weather isn't too bad tomorrow I'll go down and get a PCM from Pull-A-Part for less than $25.00 and give 'er a try.
I'm still open to suggestions though...

Checked for cross firing wires and separated #5 and #6. Truck actually has better throttle response but still shakes at part throttle and when getting off the throttle and back on it. Full throttle is pretty good though.
