I've seen my '99 hit 27 before the SES light hit and then it defueled and the everything dropped a little. That particular time the revs were probably 2300 but the load was high in OD with the converter locked.
A stock Superduty PSD will make ~17psi. Since the 94-97's have slightly less aggressive stock programming I would assume they would make slightly less boost.....but they don't have a wastegate so it's probably a wash. Figure about 15-18 psi as normal for most any stock PSD.
I've got a liquid filled Mopar Performance boost guage in the F250 and it reads steady at 15 pounds under heavy pressure, truck is stock except KandN filter and straight pipes with no restriction. The guage reads vacume though so it's not always pegged at 0 like it should. With the Diablo Sport chip set at 80hp performance it was hitting 23 psi.
On TDS there was a test on chips done a couple years ago and there stock 99+ 7.3's were pulling 15 psi.
In stock trim, my '95 would hit 18psi at 3200 rpm in 3rd. Once I added the chip, I could reach 23psi. Then, once I added propane, I could hit 30psi.

Mustangfreak wanted to know stock specs. From what you posted, I suggest you write a letter to Bush and volunteer your Ford to science. I think you already have a vehicle that would have enough guts to make it to Mars.
I have a digital readout boost guage. With the wastegate mod. under load and full throttle I read ~24 psi. Large freeflow air intake (ala Tyamar) 4" full flow exhaust.
Stock I was getting ~16 psi pre mods.
