Tightening Head Bolts

Tightening Head Bolts
When tightening NEW head bolts, the service manual shows a three step process.
I tightened them in order to 31 ft lbs. Step two and three indicate retightening to an additional 85-90 degrees each step. Is this an additional 170 t0 180 degrees TOTAL, or is it an additional 10 degrees meaning I tighten it FROM 85 degrees past 31 ft lbs TO 90 and then again for the third step?
I know I'm probably over complicating this, but there is a HUGE difference in the amount I tighten depending on how you interperet it.....

After you torque the bolts in the first step to 31 ft-lbs., you then torque turn all of the bolts in order 90 degrees. Then another 90 degrees in order. It ends up being a total of 180 degrees, but you MUST NOT turn all of the bolts one by one 180 degrees after you torque them to 31 ft-lbs. Step 1. Torque to 31 ft. lbs, Step 2. Torque turn 90 degrees, Step 3. Torque turn another 90 degrees. Hope this helps.
