question on 96 f350 ps

my buddy has a 96 f-350 with a 5spd and a powerstroke. 229000 miles. the truck and drivetrain are in great shape. but his motor just doesnt seem like its all there. you really cant feel boost coming on till about 2 grand. we put a different downpipe on it for better flow and he has a new idm box. he did glow plugs and had the injectors checked out. all good. the guy that worked on the truck only adjusted valves on one head. (dont ask) anyway the truck has alot of potential and its under what it should be as far as power. its like its not running on all cylinders till you get to a higher rpm. any help would be appreciated. maybe a referal to a mechanic in pennsylvania close to pittsburgh.

Check the connections at the valvecover wiring harnesses. Make sure they are clean and tight. It may also have a clogged cat convertor.

Did your mechanic replace the valve cover gasket and the under valve cover wires to the injectors and glow plugs?
The injectors use a high dc voltage and if wires are bad its like spark plug wires on a gas eng.
