2003 E150 wont start - bad starter? (video included)
Went out this morning and the van wont start
2003 E150, 4.2L V6
New battery last month (gave it a jump anyway, no difference)
something under the hood makes a winding up noise, then what sounds like a pressure release when I try to start it. Dash all lights up fine.
Heres a video I took, I just set my phone under the hood so its mostly for the audio, I tried twice in the recording.

UPDATE:
Upon closer inspection, the "whine" noise is coming only from turning the key to the "on" position, not from starting. But the "start" position produces a sort of knock, follwed by that low rumble sound.
Here's another video showing this, the part seen in the video seems to be where the "rumble" is coming from.

So I tried tapping the starter while someone turned the key and got nothing, and maybe its worth mentioning that temps dropped quite a bit while the van was parked over the weekend when this all happened (60F to 18F).
I removed the starter and brought it to autozone so they could bench test it, they hooked it up and it made noise and made a bunch of sparks. It didnt extend the gear right away, the clerk assumed I must be having intermittent starts, but I said I was just all of a sudden getting nothing out of it whatsoever.
Since it was throwing sparks and not engaging properly I picked up a new starter, but should the fact that they were getting even some response from the starter motor mean something? Since I got nothing while it was hooked to the vehicle?

Did you check the fuse?
Mine sounded very similar and all it was, was a fuse. It made no sense to me.
Serious. Dunno why. Didn't care either. It was bad.
Swapped it out and bingo, it worked. For all I know it was just a bad/corroded connection but the meter showed it was a bad fuse. .
I had NEVER seen that before. Typically if a fuse is bad, there is no noise at all.
In my case I just use a remote starter switch to test the starter while it was still installed. It worked fine.
I never pull or install anything until I know what's wrong.
I've seen people chase their tails because of bad replacement parts.
It might be your issue, it might not but it's a quick check.
On my van it was # 30 on the inside fuse box.
