F250 won't start

I've got A 1994 F250 with a 351 engine and it won't start. The motor cranks over very strong, and I've tried to start it on both tanks to rule out the fuel pumps. The fuel pumps do "whir" continuously, that is they don't turn off after a few seconds. The truck has about 176,000 miles but I only drive it about 1,200 miles a year currently so it sits for a month plus at a time between starts. It's got spark everywhere, coil, dist, spark plugs. It will start right up if a squirt a little gas into the throttle body. There is a check engine light and I have an Actron scanner but for some reason my scanner keeps saying there is a connection problem? Blown fuse somewhere, maybe? Any help appreciated, did I leave anything out? I'm sure this has probably been covered here before.

Can you check the fuel pressure regulator? Maybe it's letting fuel go right past instead of keeping it in the rail.

The fuel pumps whir continously with the key in run, and you are not getting a ground pulse to the injectors?
The scanner won't connect?
Have you tried a noid light?

With a gray module you will have spark but locked timing even without the pcm.

He has a bad PCM Computer.

I had exact same problem and had to replace the computer, fixed all problems.

Sorry for the delayed response, internet down for several days. I am not familiar with a noid light or checking for a ground pulse at the injectors. Can you enlighten me?

Do you remember how much you paid for a computer? Did you buy new from Ford or did you buy a "rebuilt unit"

Judging from your symptoms the computer is bad.

Injectors should always have power. The computer completes the ground.
A noid light will flash to show you the injectors are being cycled.

Ford no longer manufactures computers for these trucks. All of them for sale are rebuilt or just plain used with no testing. Many of the so-called "rebuilt" ones are not tested, only a new label is slapped on them.
